Kim Baxter is an instructional specialist in social studies and literacy in the Socorro Independent School District in El Paso, Texas. She is a former social studies teacher, campus intervention coach, and secondary campus administrator.

Kim Baxter is an instructional specialist in social studies and literacy in the Socorro Independent School District in El Paso, Texas. She is a former social studies teacher, campus intervention coach, and secondary campus administrator. In her current role, Kim works with campus teachers and leadership teams in the areas of curriculum and instruction, supporting struggling learners, using assessment and data to inform practice, as well as new teacher induction. She has also worked as an adjunct professor at the University of Texas at El Paso.
Kim is currently serving as one of nine content advisors for the revision of the Texas state standards in social studies for grades K–12. Additionally, she is a former principal of the year for the National Association of Secondary School Principals for the state of Texas. She is a current member of the Texas Council for the Social Studies and the Texas Association of Secondary School Principals.
Kim earned a bachelor’s degree in government and history from the University of Texas at Austin, and holds both a master’s degree and doctorate in educational leadership from the University of Texas at El Paso.
