Dr. Jean Quigg is a performance-improvement consultant and national director of certification for the Institute for Performance Improvement. A retired Georgia superintendent, she develops and teaches courses on collaborative, sustainable school and organizational improvement.

Dr. Jean Quigg, PhD, is a performance-improvement consultant. She also serves as national director of certification for the Institute for Performance Improvement and develops and teaches courses for educators about the facilitation of collaborative and sustainable improvement.
Dr. Quigg is a retired school system superintendent in Georgia, where she was an innovative and recognized leader of excellence in school improvement. She led curriculum alignment, standards-based instruction, grading implementation, and the planning of a career academy. Having served as a teacher, reading specialist, assistant principal, principal, and assistant superintendent of curriculum and instruction for grades preK–12, she began her career as an educator in 1978. Her experience includes working in rural, urban, and low- and high-performing schools.
As a principal in Texas, Dr. Quigg led her school to earn the U.S. Department of Education Blue Ribbon Award for National Exemplary School and the National Endowment for the Arts Commendation. She believes a collaborative and consistent process for school improvement is critical for success—and has presented at conferences around the United States. Her conference topics have included leadership for school improvement, instructional coaching, and the Certified School Improvement Specialist™ standards and certification. Dr. Quigg is coauthor of the training courses LAUNCH!™ and Elevate™ Learning and Performance Journeys—and is coauthor of The School Improvement Specialist Field Guide, second edition.
Dr. Quigg earned a bachelor’s degree in elementary education and a master’s in reading from the University of Georgia. She also holds a specialist degree in reading from Valdosta State University and a doctorate in education mid-management from the University of Houston. Her academic journey set the foundation for a deep commitment to teaching and leading for learning. She is a certified school improvement specialist with an Instructional Design and High Performance Learning Journeys certification.
