Judith Hale, PhD, is an International Board of Standards for Training, Performance and Instruction (IBSTPI) fellow and the president of Hale Associates. Since starting her firm in 1974, Dr. Hale has worked with the public and private sectors across all industries, specializing in performance improvement, certification, and assessment. Her professional focus has been, and continues to be, on the development of performance-based and portfolio-based assessments.
Having taught speech for seven years at Wright College and graduate courses in management for 14 years for the Insurance School of Chicago—where she received the school’s Outstanding Educator award—she currently advises clients on how to be good stewards of generative AI when leveraging it to develop training, instructional tactics, and exams. Her firm offers certificates in test and assessment design, qualitative and quantitative data-gathering methods, analytics, and psychometrics.
She is a past president of the International Society for Performance Improvement, IBSTPI, and the Chicago chapter of the Industrial Relations Research Association. In addition, she served on the Illinois Occupational Skill Standards and Credentialing Council and was a commercial arbitrator with the American Arbitration Association.
Dr. Hale received a bachelor’s degree in communication from Ohio State University, a master’s degree in communication from Miami University, and a doctorate in instructional design from Purdue University. Her research was on controlling bias in competency studies.
