An award-winning administrator with nearly 30 years of experience in education and the military, he has served as teacher, assistant principal, principal, director, and superintendent.

Justin Wagner is the superintendent of the Woodbine Community School District (WCSD) and the IGNITE Pathways regional center, a model Professional Learning Community (PLC) at Work® district. He has built a culture where the WCSD received the One of the Best Places to Work in Iowa award. With nearly 30 years of experience in education and the military, Justin, an award-winning administrator, has served as teacher, assistant principal, principal, director, and superintendent.
Leading high-achieving school districts in both urban and rural settings, the Iowa Association of Student Councils (IASC) named Justin as the Iowa secondary principal of the year for his transformational leadership. Additionally, the Iowa Jobs for America’s Graduates (iJAG) organization named him innovator of the year for his work in creating the first regional career and technical education center to incorporate core credit through specialized courses meeting regional workforce needs.
Another high honor was bestowed when the Iowa Department of Education awarded the WCSD an academic waiver—leading to the creation of a personalized learning K–12 learning system grounded in the PLC at Work process. Justin, certified by PLC at Work, has spoken at the national Association for Career and Technical Education (ACTE) conference on the personalized learning approach implemented in the field of education.
Having served on the Governors Empower Rural Iowa Initiative committee—as well as numerous state-level organizations and leadership teams—Justin also served in the United States Air Force and was awarded over 30 citations for acts of selflessness, leadership, and valor.
Justin received his bachelor’s degree in education from Briar Cliff University, along with a master’s degree from Wayne State University and an education specialist degree from the University of South Dakota.
