Margo Gottlieb

Margo Gottlieb, PhD, is a national expert in assessment design for English language learners and the creation of language development standards in pre-K–12 settings. She is director of assessment and evaluation for the Illinois Resource Center in Arlington Heights and lead developer for the World-Class Instructional Design and Assessment (WIDA) Consortium at the Wisconsin Center for Education Research at the University of Wisconsin-Madison. She began her career as an English as a second language and bilingual education teacher. For the past several decades, Dr. Gottlieb has consulted and provided technical assistance to governments, states, school districts, publishers, universities, and professional organizations.

Appointed by US Secretary of Education in 2008, Dr. Gottlieb is a member of the US Department of Education inaugural National Technical Advisory Council (NTAC). She has served on numerous national task forces, committees, and expert panels. Dr. Gottlieb has worked with educators in Brazil, China, the Commonwealth of the Northern Mariana Islands, Italy, and Mexico. A highlight of her career has been as a Fulbright recipient, serving as senior specialist in assessment and evaluation in Chile. As a visiting professor at the University of Guam, Micronesian Language Institute, she helped produce English language proficiency standards. She is an advisor to standards development in American Samoa and has been invited to present in Dubai, United Arab Emirates, Cambridge, UK, Panama, and Finland as well as throughout the United States.

Her groundbreaking bestseller Assessing English Language Learners: Bridges from Language Proficiency to Academic Achievement was the basis for the accompanying A Multimedia Kit for Professional Development. She has published an extensive array of materials, including monographs, handbooks, manuals, chapters, and articles.

Dr. Gottlieb has a PhD in public policy analysis, evaluation research, and program design; an MA in applied linguistics; and a BA in Spanish education.
