Craig Dougherty

Craig Dougherty is superintendent of Sheridan County School District No. 2 in Sheridan, Wyoming. He has been an educator since 1983, with background as a teacher, principal, and assistant superintendent. During his tenure in Sheridan, test scores have risen dramatically; students, schools, and educators have won numerous awards; and teachers are paid among the highest in the state, while administrative costs are at their lowest. These accomplishments find their roots in rigorous implementation of the PLC process.

More than two decades ago, Craig brought Reading Recovery to Wyoming and has served as president of the Reading Recovery Council of North America. His experiences teaching on reservations and in Eskimo villages were his inspiration for founding the First People’s Center for Education.

Craig’s philosophy of education is to ensure teachers work collaboratively and systematically to drive student learning. Current focus areas include development of a statewide PLC principal academy, a clinical PLC teacher college, a PLC framework for improving education in all Wyoming schools, and an exploration of applying artificial intelligence to innovative practices in education.

Craig received a bachelor’s degree in psychology from Arizona State University and a master of arts in teaching from the University of Alaska Fairbanks. He also completed principal and superintendent endorsement programs from the University of Wyoming and Montana State University.
