JoAnne Flanagan

Dr. JoAnne Andre-Flanagan followed her heart—as well as the heart of her father—into public education and has dedicated her career to helping students grow into adults who impact their communities. During her more than 30 years in the field, Dr. Andre-Flanagan has served across the preK–12 continuum as a teacher, building administrator, assistant superintendent, and superintendent. With a no-excuses, can-do attitude and a results-driven focus, four of the eight schools in her district have been chosen as Model PLC at Work® schools.

Dr. Andre-Flanagan’s emphasis on collaborative work began when she served as the principal of Riverton High School. When she moved into the assistant superintendent role, she established dedicated collaboration time for all staff at all buildings and brought teams of teachers together to define essential learning in all content areas. As a superintendent, she developed a district-guiding coalition to align and support the work of the building teams.

She holds bachelor’s degrees in both elementary education and special education, a master’s degree in educational administration, and a doctorate in curriculum, instruction, and assessment.

In addition, she is skilled in systems work, leading her district in the development of multitiered systems of support, preK–12 curriculum, instruction and assessment frameworks, strategic planning, policy and resource alignment, and new staff induction/coaching frameworks all built on the structures of professional learning communities.
