Steven Carney

Steven Carney is the executive director of Rooted School Vancouver, an innovative charter high school committed to building the roots of upward mobility.

He is also the founder of the IMPACT Learning and Leading Group, where he leads global efforts to build implementation literacy in schools and districts. Steven has been an educator and leader since 1997, with roles ranging from elementary teacher to district administrator. Steven’s expertise lies in galvanizing organizations, both large and small, to materialize innovations with efficacy.

Steven is a member of the Global Implementation Society (GIS) and served on GIS’s Implementation Standards Committee, where his contributions led to the collaborative development of the GIS Competencies for Implementation Facilitators. As a past president of Learning Forward Washington and Learning Forward California, Steven committed to high-quality professional learning and effective collaborative cultures focused on implementation and results, which has propelled him to prominence within the field.

Steven’s commitment to ending the implementation gap reflects his passion for contributing to the implementation world. His efforts in supporting large and small organizations to effectively implement innovations have resulted in marked improvements within various schools and educational systems. He has presented extensively on topics ranging from developing and sustaining collaborative cultures to implementing evidence-based practices. His distinct career also includes service as an elementary, middle, and high school principal, assistant superintendent of instruction, and coordinator for California County Offices of Education.

Steven received his bachelor’s degree in liberal studies with a concentration in communicative disorders from San Diego State University. He further enriched his educational leadership expertise by earning a master’s degree in educational leadership from the National University in San Diego.
