Jennifer Parker, EdD, is an instructional technology and school data advisor for Macomb Intermediate School District and adjunct faculty member for Central Michigan University. Co-creator of the 21things4 Project, she’s a leader in connecting standards and educational technology.

Dr. Jennifer Parker is a PK–20 educator, author, and award-winning EdTech innovator. She currently serves as faculty development coordinator at the University of Florida, where she facilitates professional learning communities, instructional coaching, and workshops focused on teaching and learning with Artificial Intelligence (AI).
As an educational consultant and AI implementation strategist, Dr. Parker specializes in creating comprehensive AI policies at the district, building, and classroom levels, ensuring ethical and effective integration of emerging technologies. She designs and leads professional development programs on AI literacy, equipping educators with the skills to critically evaluate AI tools and apply them responsibly in instruction.
Her current research explores information literacy and generative AI, including the use of the Format Language Usability Fanfare (FLUF) Test for critical evaluation and prompt writing, and examines adult learning theory in a generative age with AI. She is also a co-creator of the EMP Model, a framework that supports educator engagement, mastery, and personalization in AI-driven environments. Her research on teaching and learning with generative AI, facilitating adult learning, and instructional technology coaching are well-known in academic circles.
Dr. Parker’s career spans over 30 years as an educator, school leader, county consultant, sate project lead, and faculty member. This includes 15 years as an instructional technology and school data consultant for Macomb Intermediate School District and adjunct faculty in the masters of learning, design, and technology program at Central Michigan University. She is a popular national presenter, an ISTE Certified Educator, and recipient of the ISTE Digital Leader of the Year Award and Tech & Learning Honoree distinction.
Her recent Solution Tree book, Making the Move with EdTech, earned the Independent Book Publishers Association (Ben Franklin) Silver Award, and her upcoming book, The Coach’s Compass: Navigating a Multi-Tiered System of Support for Coaches in a PLC, will be released in Spring 2026.
