Toby Youngs

Toby Youngs is principal of Windsor Central High School and director of physical education for the Windsor Central School District. With more than 17 years of educational experience, he previously served as an elementary principal, associate middle school principal, and assistant high school principal, where he focused on building systems and programs to support learning for all students.

Toby has been instrumental in establishing and refining the professional learning communities (PLC) process across Windsor Central School District, which first implemented PLC in its schools in 2006. Under Toby’s leadership as principal, Windsor Central High School was named one of 2022’s Best High Schools in New York and was recognized by the National Association of Music Merchants as one of the Best Communities for Music Education in 2023. Windsor Central is also a Model PLC at Work® school, meaning they are nationally recognized for their commitment and fidelity to school improvement through the PLC process.

AF Palmer Elementary School was also named a Model PLC at Work school while Toby was its principal, as well as a Project Lead the Way Distinguished school. Much of the work that Toby leads today revolves around the four essential questions of PLC and response to intervention (RTI) at both the building and district levels.

Toby has been trained as a PLC coach and is a graduate of the Southern Tier Leadership Academy. He has also served as project director for Windsor Central School District, where he collaborated with Education Resource Strategies and the New York State Education Department to conduct a year-long resource allocation study.

Toby received a bachelor’s degree in physical education from SUNY Cortland, a master’s degree in health education, and a certificate of advanced study in school building leadership and school district leadership.
