Robert Howell, EdD, has over 40 years of experience in private and public schools and corporate healthcare. His work includes leadership consultation with private and public entities in developing programs for children and adults with educational or mental health needs. He has been a practicing principal in the elementary and secondary school settings and has led large districtwide initiatives in curriculum and instruction. Dr. Howell has been an adjunct professor at California State University, Los Angeles, and served as head of the education department at the University of Phoenix, Colorado Springs.
In 2005, Dr. Howell was selected to take charge of a districtwide initiative to implement response to intervention in a public school setting, specifically to increase student achievement for subgroups impacting adequate yearly progress under the No Child Left Behind Act. As part of this initiative, Dr. Howell secured funding for RTI evaluation and research using nationally known researchers. He also spearheaded local funding and implementation at more than 60 school sites.
Dr. Howell was appointed to the 2006–2007 Committee to Establish State-Wide Implementation of Response to Intervention by the Colorado Department of Education Commissioner. He was named a 2005 Professional of Note by the Colorado Association of School Psychologists.
Dr. Howell holds a BS in special education, an MA in special education and in administration, and an EdD in public school administration.
